It was 2 separate issues water loss was from the EGR cooler and the heater problem was a clogged heater radiator. Only the air direction is done by a cable. If I put the control on 123 and press the air recirculate button I do hear some sort of motorised noise but still no blowing air.
It does not have climate control.
